I guess other southern European countries were dark too.

In the history of being “white” Irish were initially excluded. Jews were excluded too. Melungeon is an interesting classification the seems to bounce around. Ultimately “white” seems to be cultural and ideals. As in “acting white”. Hispanic is another variable one.
