The sharp spike in homicides and shootings in Baltimore City since the unrest sparked by Freddie Gray's death in police custody last year has left police and prosecutors scrambling to contain the violence. Many of the people involved in such crimes are well known to police, who are frustrated by their inability to bring them to justice or secure convictions carrying lengthy prison terms. Why is it so hard for the authorities to get such people off the streets — and keep them off?

One has to ask here, what on earth or in hell or heaven is supposed to be the end game? What is justice supposed to look like? It looks an awful lot like “just-us.”
Call them stubborn outposts, that might actually still be deemed worth guarding.

Well ya know, maybe Baltimore is another Philippines or at least Davao City waiting for its Duterte.
I.e. clean up, when it happens, probably won’t look very pretty, at least at the start.
The answer is the same for Baltimore as it is for New Orleans. Demographics. When the majority race is the one committing the most crime it follows that they will not want or vote in judges who will lock up their relatives and babydaddies. Those who benefit from crime will elect lenient judges and produce a police dept that either sympathasizes with or fears the majority of the populace. Expecting law and order is laughable. The majority doesnt want it, won’t vote for it and outnumbers those who do.
I think even a tribe is not going to put up with just-us forever. They will find themselves in a self-frustrated mode as its benefactors grow weary and give up.
Clean up may look interesting, if it happens in a Duterte like mode.
Same way Obama gets away with everything.

We have been getting a handle in crime until the #blacklivesmatter movement. I think Baltimore averaged 200-250 murders yearly but went over 330 last year.
Someone is going to have to get serious about clean up and then, when the corners are cut and the sausage is made, they will want justice again.
Knew a number of people who worked for both when I lived there. Some of them lived in the city back then. They all live in the county now. There aren’t many decent places to live in the city proper, especially if you’re raising children.
Unfortunately, the tribe is allowing thugs and murderers to go free so they can continue to terrorize their neighborhoods. Damndest thing I've ever seen......they prefer releasing the murderer back into their society rather than getting rid of him.
They consider that preferable... maybe because the killers are the order enforcers of various sub-tribes.
I think they would offer up a truly mad killer to the hated whitey authorities, because he could not be predicted.
But if he pretty much defends your piece of the tribe, then to you he is welcome.

The end game is the total destruction of America. Whites are a dying race. They are too stupid to be about replacing themseives, but the people of color are procreating like there’s no tomorrow! You figure it out! They will take over the world with their genitalia, with some terrorism and mass murder thrown in for good measure. But I have to say, it’s been a good ride, if short!
The exception could come if the black peoples find God again. When the idols of this world finally disappoint to the point of hopelessness, then God begins to speak.
Or else... they’d just have their own killer kill the mad killer.
