The ice pack usually breaks up in Summer there, and there is nothing but ocean underneath, so nobody sets up permanent bases there, like we have at the South Pole.

Ny Alesund, on Svalbard (Spitsbergen) is the northernmost permanent base. Polar expeditions and tourists usually leave from there.

Russia appears firmly set on its course of militarization of the Arctic. In a region where economic activities are mostly declining and where environmental challenges are on the rise, Russia appears to be engaged in a one-sided arms race. It is glaringly obvious to observers outside the Kremlin that Russia’s severe economic recession makes this course unsustainable. Russia may aspire to Arctic greatness, but there is little there to achieve and Russia is unlikely to be able to achieve it.

Actually, the GDP is not even zero it is shrinking at an accelerating rate:
It should be pointed out, however, that Rosstat’s estimate of the rate of negative growth in the first quarter (-0.6 percent compared to the fourth quarter) is not official: due to a revision of its methodology, Rosstat has altogether stopped publishing data about seasonally adjusted and calendar-year adjusted GDP after 2011.

How does one navigate there since all directions are south? On the up side you can circumnavigate the globe simply by spinning around.

Ah yes, the secret clause of the Molotov–Ribbentrop Pact, defining spheres of influence. Germans got the secret bases at the South Pole and now Russia is reclaiming the North.
