I am not sure...but McConnell is GOPe to the core, and Ryan’s budget deal as the new Speaker says all I needed to know.

For years, their agenda has been “defer to the President’s agenda” on all matters while pretending to fight the President’s agenda. So, I’m not sure if much would need to be adjusted under a Trump administration.

McConnell’s agenda is to control as much of the GOPe and Senate Republicans as possible and keep them on the reservation and block them from doing anything crazy.

Ryan’s goal is to mediate between the House conservatives and McConnell and try to do better than Newt, who was constantly blocked by Trent Lott-etal from passing the House agenda in the GOP controlled Senate.

They do not consider what is good for the country, or for Republican voters, or for the presidential candidate.

They are focused on themselves.

My guess is that instead of high principle being involved, Ryan and McConnell are looking to protect squalid bargains. Many of the subterranean favors done in Congress for contributors and special interests are buried in the tax code and in the budget.

Even if the Trump program as to rates and simplification were adopted, there would still be room for many favors in the transition rules and enabling legislature; and the budget likewise contains many secret deals as to spending. In both instances, the details are so complex that outsiders have a hard time researching and understanding what the deal is and just who benefits, and Congress tends to package the smelly stuff with must pass legislation and giving Presidents little choice.
