The police charge the prosecutor decides not to prosecute the charge. That’s the way I read it. It makes sense.

When Palm Beach County State Attorney, David Aronberg reviewed the case, he saw nothing but insanity, if he moved the case foward. Alright, I ignored the ‘atmosphere’ part of your post. Cruz used it insinuate Trump was responsible for violence at his rallies. I used it to insinuate lyin Ted was responsible for the misinformation some of his supporters are touting.
