Speculation, but here’s a scenario: Saudi Arabia collapses and somehow comes under Iranian control, complete with control of their oil fields. Now Israel becomes the only rational country left in the middle east with vast sources of oil in the Golan Heights and massive natural gas in the Leviathan and Tamar gas fields.
Under this scenario it is not hard to imagine the intense pressure that will be brought to bear upon Israel to either take their natural resources or to shut them down from using it domestically, selling it as a competitor, or providing it to desperate countries who also happen to be unfriendly to Iran and Russia. In fact, a lot of pressure could be brought to bear on Europe, and therefore NATO and the US, if all M.E. gas and oil (including Israel’s) were controlled and restricted by Iran and Russia.
It is therefore not hard to imagine countries eager to invade or otherwise seek to shut down or confiscate Israel’s newly discovered resources.
Saudi Arabia has plenty of coastline and sunshine. They are perfectly situated for passive solar desalination plants. There’s no reason for them to lack water except lack of will to do it.
All industry reports that I've read estimate the Saudi well-head cost at $5 a barrel, or less.
They're still making money.... just making a LOT less.
As that the best that can be expected?
Why is the term “occupation” used in both your scenarios?
Every power that has ruled there since and before the Bible, are they or were they all occupiers?
The only decree that is G-d given is for the Jews, not the Greeks, Romans, Phoenicians, Philistines, Crusaders, Mameluke's, Turks, Brits, etc...
The Jews are not occupying anything, it is their birthright but of course, today, the increasingly secular West will have none of it.
The UN has done it's utmost to rescind its recognition of Israel since it agreed to give the Jews a homeland. What we are witnessing today is truly frightening and possibly Prophetic...

To clarify, Israel "occupies" the land in the same sense that the United States "occupies" the Dakotas, that is, the people took possession of the land and continue to rest upon it.
I also said that the Israelis are there by divine warrant and command - no pejorative intent in either case.
