From chasing down and firing on commercial shipping vessels, to conducting live missile firings in close proximity to U.S. aircraft carriers, to actually seizing and holding U.S. naval boats, Iran's military has been behaving pretty badly since its government signed its nuclear arms deal last year.
To date, the U.S. hasn't elected to take any reprisals for these actions -- but Saudi Arabia, for one, isn't prepared to sit idle.

Last year, as you may recall, Saudi Arabia announced the formation of an Islamic military alliance in the Persian Gulf region. Ostensibly, the purpose of that alliance is to combat ISIS. But fighting ISIS doesn't seem to be Saudi Arabia's only goal.
Case in point: Last month, the U.S. Defense Security Cooperation Agency (DSCA) notified Congress that Saudi Arabia has requested permission to upgrade its five Raytheon -built MK 15 Phalanx Close-In Weapons Systems (CIWS) from their current "Block 0" configuration to the more advanced "Block 1B Baseline 2" configuration.
According to Raytheon, the Phalanx CIWS "is designed to defeat anti-ship missiles and other close-in air and surface threats." The Block 0 weapons that Saudi Arabia already possesses are able to detect, track, and evaluate potential threats -- then engage and destroy them if necessary. Block 1B upgrades will add the ability to "visually track and identify targets before engagement," and also provide a night-fighting capability through the addition of forward looking infrared (FLIR) sensors. Raytheon says the improved version enhances the weapon's utility "against helicopters and high-speed surface craft at sea."

If the goings on in Yemen is any indication of Saudi military effectiveness, count on those weapons rapidly falling into Iranian or Yemeni tribal forces’ hands. The Iranians might reuse them, the Yemenis just blow them up.

They are going to arm up anyway. They might as well buy US stuff. If they are going to blow the crap out of each other, they will do so with Russian weapons on one side or on two sides. The result(s) will be similar.
One has to be concerned that much of the Mideast is morphing into a region-wide proxy war between the US and Russia. I don’t especially think anyone planned it that way and this is not meant as sophisticated analysis; but there is something about the relentless manner in which Arab nations just have to be at war with each other and the way the US and Russia are being drawn in by IDIOTS with special agendas (selling weapons vs maintaining oil access vs Sunni vs Shia vs “keeping our multi-decade influence in the region” vs ISIS vs the Turks and on and on.
Anyone who thinks they have a solution for this is probably delusional.

I think that one of the downsides of going into Iraq and getting between Sunni and Shia is that it is effectively an attempt to keep Satan from being divided against Satan.

Very underwhelming. Keeps missing the damn boat. It makes me wonder just how well it would do against a cruise missile which had the ability to zig-zag a bit on final approach.

Me too. A missile coming at you head on is a small target going really fast.
Iran has a lot of small, fast boats and our modern destroyers and frigates are slower and have much less gun power than WW2, vessels did.

I'm not sure that a CIWS engaging a surface target is in the same automatic mode that it would be engaging an inbound missile. The addition of optic tracking would seem to mean it's being tracked by a gunner and not the radar/computer. I'm not positive on this, the last ship I was on did not have this upgrade at the time.
Think about it...I mean, seriously. Throughout the old testament, God used armies...his faithful, to annihilate those who worshiped false gods.

What appeared to be the case in the video (start watching at the 2:00 mark) is that the boat seemed to be far enough away that there was about two seconds between hearing the gun shoot, and seeing the rounds impacting the water. A rapidly zig-zagging boat can move out of the target zone.
A boat may be thus able to get close enough to launch a high-velocity rocket at the ship.
Or perhaps an anti-ship missile can zig-zag until it gets to within a certain distance, and then hit full power on the rocket to close the final half mile very fast.
