Yes, the buck does stop at his desk so in that sense he is responsible.
But don't forget, he didn't get his "team" set up until 6 months into his term, thanks to Al Gore and his endless attempt to steal the election. The intelligence they had at the time was a general threat, not specific.
It's easy in 20/20 to look back and say he should have known, but I wouldn't personally fault him for it.

Agreed! Trump will go to DC and not be impressed or cowed by the DC establishment. Almost all who go to DC are wowed by the lobbyists, pundits, and political class that call it their world.
