This claim originates with a researcher who claims to be able to read and interpret legislative language but it seems doubtful that she can read and understand ordinary prose.
When a law says that a definition of a term is only for a particular purpose then that definition applies only for that purpose. It changes no definition of state laws or other federal laws. This is true of the definition of homeschooling in this bill.
The law in question allows homeschoolers to participate in savings accounts that have tax benefits. There are no government funds. There is no regulation of homeschooling. Just fair treatment for homeschoolers who want to save taxes on educational savings.

The reason why so many people support socialism today is because children are institutionalized in socialist schools.
Doing nothing about the status quo in education is to stand back and watch our national funeral.
The classic criticism of school choice from the Right is that private schools will be corrupted by tax-funding.
But that will not happen because parents will have an INCENTIVE to protect the schools that THEY HAVE CHOSEN for THEIR OWN CHILDREN.
Parents will fight regulation that undermines the curriculum of the school that they have chosen.
But suppose the worst happens, that private schools become strangled by regulations. Then parents will spend their own money to send their children to non-voucher-redeeming schools, and we will revert to the status quo ante.
SO WE HAVE NOTHING TO LOSE with school vouchers.

HSLDA IS MISLEADING HOMESCHOOLERS. Homeschools would be codified in legislation as a private school. The law is the law. Instead HSLDA should be warning homeschoolers that accepting Title I means being sucked up into the Title I portability tornado. Lock your doors and secure your windows. HSLDA should be advising parents to NOT let Sen. Ted Cruz place them squarely in Title I’s portability “suck zone.” HSLDA should be informing parents that Title I also applies to every child labeled as failing or At-Risk of failing to meet Common Core standards of specified attitudes, values, beliefs, and dispositions.
