That line of argument is where the Supreme Court got Kelo wrong.
Article V mentions "public use," not "public good." There is no doubt that a higher tax base from a mall is a greater public good than the smaller tax base from single family homes. South Florida tried the same thing after the Kelo decision by trying to condemn older 1970s style Florida homes along the Intracoastal Waterway to put in more revenue generating luxury yacht marinas.
However, "public use" is limited to exactly that: schools, roads, police stations, military bases, utilities, and such. It is not taking private property from one owner and giving it to another owner on the crapshoot that it will earn more revenue for the "public."

The company backed out of the deal and developed elsewhere, leaving the town with an empty lot generating zero taxes.
That's the difference between "public use" and "public good." The public use is guaranteed when the local government follows through with the road, school, or hospital. The public good is speculative when the lure of better business never materializes.
The Kelo decision was wrong because the Supreme court speculated on a land grab, and the fallow-through never happened.

What's happened is that certain "conservatives," in order to justify their mindless support of a certain candidate, have painted themselves and everybody else into a corner on the subject of eminent domain, to the point where its Constitutional meaning and purpose have been rendered completely worthless.
