In NY city you can’t get a taxi at certain times as all the drivers are muslims and disappear during the day to say prayers.

There were several federal lawsuits brought by "a civil liberties group" in order to stop people from putting little prayer posters up on the walls of their office cubicles. They were successful in getting them banned.
There were also lawsuits against employers who wanted the prayer displays taken down, IIRC. These were thrown out of court.
I wouldn't be the least bit surprised if these precedents are thrown in the garbage to accommodate the long-beards.

I would take down the prayer room, and say the uniform work rules are in force. You can pray on your own time, and not on company property.
Be at your workstation at the start of your shift. You will be relieved for your breaks 10 minute breaks, and your 35 minute lunch, and when your shift ends. If you violate these rules, you will face disciplinary action including termination.

Prayers can be missed for any of many reasons, including perfroming duties at work. Apparently, it is a great sin to miss a prayer without a genuine reason or real necessity and the Hadith contain great warnings about it.
Furthermore, there appears to be numerous rules, regulations and guidelines regarding miss prayers. One such guideline can be found in the book titled "Everyday Fiqh" (Vol.1) Chapter 24 by Abdul Aziz Kamal ©1986 published by Islamic Publications (Pvt.) Ltd., 13-E Shah Alam Market, Lahore, Pakistan

The missed Sunnat (compulsory) or Nafl prayer need not be offered later. The Sunnat rak'ahs of Fajr, however in view of their great importance and stress laid on them by the holy Prophet, have to be offered later, on the same day after the sun has risen and before it begins to decline, along with or without the Fard prayer, is missed. If this is not done before the sun begins to decline, only the Fard rak'ahs will be offered later.
