Could be. A quick search on twitter and google shows a lot of Muslim actitvity with ASU.
At first glance the flag flying from the bumper looks like an ISIS flag.

Arkansas State gunman surrounded by police, no one hurt
JONESBORO, Ark. — Arkansas State University reported an active shooter on its campus, but soon after, the university said no shots had been fired and police had surrounded the gunman.
The school’s director of communications told CNN the man drove onto campus and crashed his car into a barrier. The director confirmed he was armed but did not fire any shots.
ASU first reported he was spotted at the student union. Everyone was told to evacuate to the west side of the building.

Another responded: "Suspect is outside pointing a long gun at the propane tank."
The Jonesboro Police Department also issued an alert saying police were blocking off roadways around the school.
The university said in alerts sent out about 1:30 p.m. that an "active shooter" situation was reported in an area near the student union.
An alert at 1:31 p.m. said the campus was placed in lockdown after a man with a weapon was spotted east of the student union building.
So, it’s an active...brandisher?
How can it be an active shooter if no shots were fired..can’t they just call it an active guy instead
I hope its not one of our open carry guys “trying to make a statement”.....could be embarrassing for both sides.
