Keep repassing the appropriation bill retaining the Guantanamo authorization in there, until the other side caves. This is much too important to be left up to petty politics.

Simple solution. Add de-funding Planned Infanticide to the bill.
Sounds like a win-win situation to me. Tell the American people Obama defunded the military because Congress wouldn’t go along with releasing terrorists.
Because most of them, particularly the leadership (Boehner and McConnell) are pusillanimous cowards, liars, and traitors.
Senator Cruz would do his presidential aspirations a huge favor by making an issue of this.
Time for the entire Republican Party (presidential candidates, Senators, Representatives, governors, state officials, pundits) to man up and state in no uncertain terms it is unacceptable for the president to hold the defense budget hostage to his plan to turn loose terrorists.
Pass the budget and let him veto it. Pass the same bill again and send it back to him and keep doing it until he signs it. Every time he vetos it tell the American citizens he doesn’t career about their safety. After 5 or 6 cycles he’ll have no choice but to fold. When he does he’ll be broken.
Time for the showdown. If the GOP can’t pull it off on this one they will deserve to go the way of the Whigs.
