1993--195 million(approx) guns in private hands. "Gun" homicides- 7 per 100k.
2015--300+ million guns in private hands. "Gun" homicides---(2010 latest data) 3.6 per 100k.
Of course, if you count the inner city gang bangin' related homicides----------
It is highly unlikely that you are going to be killed in a "gun" homicide.

Anytime a new government program is considered, one of my first concerns is the potential for abuse.
As we have seen in the last few years any government agency can and will be used against you by the Washington establishment.

Actually, the 2nd Amd, being absolute does not make exceptions for mentally unstable people so long as unstable people are people. The only exceptions could be under the involuntary servitude provision of the 13th amendment, in other words incarcerated prisoners, maybe.
