I am the one who had to go through incapable government procedures to become legal resident of this magnificent country - the (former) beacon of freedom and justice in the world. I see talking heads, professors and government geniuses analyzing and trying to "comprehensively" fix the problem of illegal immigration, illegals crossing of borders, overstaying visas, people trying to share the American Dream. Talking about the problem, but not fixing it, making it worse. Result of the typical government bureaucracy incapable of running anything right.
What is the problem? President Reagan realized that there is an immigration problem and he tried to fix it by issuing amnesty in hope that it would resolve the existing illegal resident’s problem and set the base for proper processing of the future immigrants, temporary workers and those aspiring to become citizens. He did the right thing, but then “mighty” government bureaucrats took over and screwed anything they could – unreasonable delays, complicated procedures, typical government “efficiency” unmatched even by Communist countries. It was back to “normal.” People figured that it was easier to overstay the visas, cross the border illegally and blend in.
Why do people want to come to America? They are yearning for freedom, living standard and difference in the currency value. Professor from Eastern Europe or Mexico can earn here more in $$ working in menial job, driving taxi, than back home as professional. Work for few years in US, save some money, send home and return to family that is better off, than before. Some stay longer, away from the family, sacrificing for the loved ones at home. Most European countries manage the emigration and temporary working permits or visas within few days or weeks. You have reason to come to their country, work, study, or stay, have invitation? You apply, and in few days or weeks you will get the response, permission to stay. You come, register, do your thing and if done go back home. Everything is legal, recorded, tracked, no problem.
I went through the procedure coming from Czechoslovakia to IBM in Paris France for training, no problems. Due to communist takeover after Dubchek’s Spring, I decided not to come back and come to USA. I had the cousin, inventor, working for IBM in Endicott. When I enquired what is involved to emigrate to US, he sent me pile of forms, applications, requiring Unions approval, etc. It didn’t look like I would be able to go through the “procedure” in time I had left. Here I am robotics, computer, radio and professional engineer and American government is not eager to want me. I heard that Canada gladly welcomes professionals, so I applied and in few weeks I had my immigrant visas ready. In few days I landed job at IBM working as a technician, fixing IBM 360’s and learning my English. I ended up being IBM Canada rep on the IBM Corporate Automation Council and received highest IBM Outstanding Contribution Award from Chairman Frank Cary. Did few things that others said were impossible as a payback and thank you to Canada for giving me the chance to live and work in freedom.
Then I met American sweetheart, we got married, no problem for her to get Canadian resident status, we have two boys. Her parents were asking us to move to US to help with the family business. In 1985 we decided to move to US. Applied and filled pile of forms. Should be no problem - being professional engineer, legally married to born American, we went through interviews at Toronto’s US Consulate. Waiting, waiting, waiting, year went by, another six months – nothing. Finally wife went to consulate and said you are giving us visas or not, I am moving home with my kids and husband. Finally, I got my “Alien Resident” card and we moved. Never was on welfare, went from arriving at this continent with suitcase and few dollars, to working for IBM, to building businesses and employing number of people.
This was my complicated legal path to being legal resident of US and illustrates the typical situation. There are many who chose to overstay their visitor visas or come illegally, because it is the easier way, rather than wait forever for legalization from horribly inefficient government bureaucrats. And it works. All this at the time when relatives of US citizens applying for visitor’s visas from Europe are being denied visas after long wait at the embassies and payment of hefty fees. Pay the Coyote smuggling fee, get into US, you can be “lost” from government.
The PROBLEM is inefficient government incapable of handling working permits, visas, citizenship status and tracking them. People find the workaround around the problem and the result is what we have, massive illegal immigration and now Obama’s administration happily feeding and fueling mostly undesirable immigrants in hope to turn them into illegal voters, for Democrats to stay in power.
The result?
1. Millions of illegals in US
2. Government inefficiency
3. Law enforcement crippled
4. Lack of proper IDs and tracking
The solution.
1. Existing Illegals in US problem can be solved by establishing procedure for Illegals to register, give those about 1 year to do so. That would give them working permit – visas, say for 3 years and chance to apply for resident status. Will have to pay taxes and keep registering their whereabouts and employment. One time exemption – amnesty for those entered before, say 2010, others would have to go back and apply from their home country. This is to avoid influx of fresh illegals. It would be humane to give chance to those who are here for longer time, with families, actively involved in American life and not being criminals. Criminals, or those illegally crossing more than once, should be deported and barred from future working permits or resident visas.
Government to set up immigration offices in states, staffed with capable people, set up proper procedures and handle applications efficiently. Expanded Motor Vehicle offices can be used as a base for issuing and tracking ID of all temporary aliens and visitors. You got here – you have to register and notify where you are.
Employers required to employ only workers with valid legal status or permit. Otherwise heavy fines and penalties. States to enforce the law. There should be no one in the country that has no proper documentation.
2. The situation with illegal immigration was caused by government failure to administer and enforce the proper system, regulations, after President Reagan’s amnesty. Somebody should be responsible and be penalized for failure to properly implement the measures to rectify the situation we are in today, when illegals and criminals can kill innocent people, enter country multiple times and hide in “sanctuary cities”.
In the past we have seen government departments being infested by incapable people, cronies of politicians. The result is the horrible inefficiency and problems plaguing our every day’s lives. Waste, mismanagement, cronyism, injustice are causing once great America slide to mediocracy and socialist hell. There is a need for surgery and cleanup of government bureaucracy, bringing in people with business experience and work ethics, and removing the entrenched bureaucrats. Otherwise, there will be no end to decline of this once great country. Cleanup government!
3. Establish the laws that are reasonable and ENFORCE them! Now in the computer age, there is no problem of recording and tracking goods and people. If Amazon and Google can track my package at any time, there should be no problem to track people, their whereabouts, employment, legal status. It is time to issue ID cards besides driver licenses for those that do not drive, after verification of their legal status – citizen, resident alien or temporary worker. Have also verification system, where anyone can verify validity of the ID card if necessary and to avoid forged cards. If the companies and credit card companies can issue various cards, why can’t government issue the ID cards for all of the population? Problem with illegal voting will also be solved. Rest of the world has the system of personal IDs, the mighty USA has the problem? Let the law enforcement enforce the law!
4. Bring the manufacturing back to US – lower the taxes, bring the bright and capable workers. Fix the bureaucracy. Simple system of issuing working permits to foreigners: Is there need for you in US? Have job offered? Show documentation and apply for it, specify period of employment. Government OFFICE verifies it (phone call, email) and if legit, issues the visas and/or working permit. Applicant arrives at the workplace, registers with the OFFICE, works and pays taxes. If needs extension, applies and gets it granted or not. Stays or not.
If there is a need for worker, he can apply for resident status and if demonstrated benefit to US, can apply for citizenship and stay here forever, with family, and contribute to making America Great Again!
I just can’t see why this cannot be implemented. Government screwed up and needs to fix it. Be humane and allow those who are here already (before 2010?) to stay, register, legalize their status HERE within few years, come out of hiding. Cheaper and more practical than trying to catch them all, deport and spend another few years to come back legally. Issue ID cards, register and track whereabouts and status of visitors and temporary workers. Require employers to employ only documented people. After grace period, deport anyone not having proper ID and legalized status.
The wall on the border can help, but it is not the SOLUTION to the illegals staying in the US. Tunnels and ladders can help to get around the wall. What is needed is to remove the attraction for people coming into US illegally, staying illegally and working illegally. Today’s technology allows to efficiently issuing ID cards and tracking them. Employers already have ID cards and badges. This will also solve the “racist voter registration problem.” You are citizen? Have your citizens ID or passport? No problem – you can vote in American elections – one time! Easy to track and end to fraudulent ballot stuffing. You don’t have citizen’s ID? You have no right to vote for government to represent or control you. Nothing racist!
Looking back at my situation, if I was issued visas to enter US way back, perhaps US could have benefited more by me employing now more people and reducing the unemployment line. Now being employer, rather than employee, I am troubled by the FORWARD march of US towards the Communism under socialist Obama and democrats, shackling businesses with taxes, crippling regulations and idiotic bureaucracy. There is the hope on the horizon that next republican President would follow in steps of Ronald Reagan and make America Great Again for all of US! Replace lawyer politicians in government with engineers and businessmen. Fix the Immigration and voter fraud problem with proper ID system and its enforcement.
This is just humble suggestion to solving “Immigration Problem” by someone who escaped from communism, persisted in making it into the “Land of the Free”, only to find that Obamunism is making it easy for illegals to land here and enjoy the freebies, while slowly converting US into communist hellhole. Whata Kontry!

Amnesty is the voice of reason?
No Amnesty. We already tried a one-time Amnesty, and it failed. Better to enforce the law. Deport illegals and charge them for the costs of arrest, trial, and deportation, including any appeals. Charge their employers for any costs the illegals cannot pay. Permanently bar deported illegals from all paths to citizenship or even legal reentry.
With that policy, as soon as enforcement started, there would be a flood of illegals returning home to apply for legal entry, and few who would take the risk of staying illegally. With smaller numbers remaining, enforcement would be completely manageable.
Then, once the illegal problem is fixed, we need to fix the legal immigration system. It should be strictly limited to the numbers approved by Congress and the skills/backgrounds approved. There should be no chain immigration - it should be individual merits and qualifications only. The numbers should be based on our economic needs and should be determined based on logical criteria, including not interfering with employment for Americans capable of working.

There are many hard working illegals since 1980, contributed to economy, have businesses, families. Made America better, took advantage of terrible bureaucracy and inefficiency of politicians.
If they are forced back and required to go through the same horrible procedures for years, how would that work?
How will gummit catch decent illegals, when they can’t find criminals with multiple entries to US and jailed numerous times?
Many countries have problem with declining birth rate, US is blessed by being attractive to fresh immigration. Why not fix the problem by setting cutoff for deportation, and START enforcing laws and issue IDs to everybody so there is no “undocumented” anybody left in US.
THE SOLUTION IS TO ENFORCE THE LAWS ON THE BOOKS.

Why stop at cards when you can have biometric implants surgically with little or no pain? Every time you walk into a store, it's scanned. Could be required to start your car, withdraw money from a bank account, pick up your children from school, fill up with gas, turn on the lights in your house, enter a building where you work, etc.

Too many illegals ...and giving amnesty will only set us up for more.
Start enforcing ‘e-verify’ - and fine employers $1,000 per day per illegal working on their work site. Offer ‘finder fees’ to those who report illegals. Make it easy for illegals to self-deport; if they leave quickly, no ‘black mark’ on their record that might make it difficult to apply to come in to the US in the future.
Offer illegals that are ‘rounded up’ a plane ticket home, $5,000 if they don’t fight deportation, and a chance to apply to return in the future. Anyone who fights deportation, if they lose - they can never ever return to the US.
Make it easier for employers to hire Americans, and make it tougher for Americans to not be willing to do work that the illegals did. Cut off welfare to those that COULD work but choose not to.
No ‘chain migration’. An immigrant can only bring in an immediate family member after becoming a naturalized citizen...and post a bond to ensure new people brought in don’t need state aid.
We are BANKRUPT - and we can’t afford our present welfare system for legal Americans, much less illegals. We need to force Americans to get back to work, and force employers to stop breaking the law and hiring low cost illegals to work ‘under the table.’
Make it much easier to bring in skilled workers - but we must avoid what happened recently at Disneyland and Southern California Edison, where H1B workers brought in to be trained by workers - who were then fired! Employers should be fined big time if they hire H1B workers over regular Americans.
For President? I must have missed that.

How about force them back to their own countries and then make them go through a functional legal immigration system? I fell for the other option under Reagan. I worried that the result would be exactly what it was, but I thought it was worth the risk to get America's internal enemies on the left to agree to enforce immigration law from that point forward. They lied (as always). I'm not falling for that one again.
