Too many of the Establishment’s candidates were falling out of the top 10, so Establishment Fox changed the policy. (It was always meant to exclude conservative candidates, not theirs.)

How is this good news? If you split air time among 16 candidates, you're down to about 3-4 minutes per candidate. So people who actually have some chance of being nominated don't get to make their case as a courtesy to non-contenders like Lindsey Graham and George Pataki.
As far as I'm concerned, the original plan of having 10 on the stage was too high by about 4. Having 15 or 16 on the debate stage will be a complete joke.
