So does that mean funding does not go to planned parenthood in the final bill?

If not, why doesn't the writer say so?

If so, why doesn't the writer explain how it was still able to pass?

In either case, why doesn't the writer include the fact of whether of not planned parenthood got funding in the final bill in her story?

I know, she hints at the answer with her "because some of that funding would have gone to Planned Parenthood" in the earlier sentence. But still, why doesn't she say the words "no funding for planned parenthood is in the final bill"?

Because she's an idiot, or because she's trained by her masters to obfuscate on this subject?
