What happened to the cop that was found shot in his car? Did they catch the killer?

...he somehow managed to maneuver his hands -- which were handcuffed behind his back -- to his front and make his way through an opening in the cage inside Holloway's vehicle... This is really weird. He defeated two levels of restraint AND got the cop's gun in the front seat!? I wouldn't have thought such a thing was possible.
