Police everywhere are sworn to protect.

There didn't used to be "police everywhere". Our Owners had to wait till well after the Founders all died to implememt the Police State.

There didn't used to be "prosecutors everywhere", either, in the beginning of the Republic. Full-time police & prosecutors are a relatively new thing.

Once they figured out how to keep the perpetual funding pump primed (catch & release on guys like Daron Wint & Brack Oblabya), the taxpeasants were toast.

They'd be a lot safer, and our streets a lot more dangerous...

Our streets ARE a lot more dangerous, because "the fear" keeps the perpetual funding pump primed.

There didn't used to be police departments everywhere, and the early American Republic didn't collapse into criminal chaos.

They handled it - and they didn't keep serial murderers on death row for 20 years.

The thing that distinguishes US cops from cops in other countries is the extent to which American cops will put themselves in harm's way to apprehend suspects.

Even if it takes 115 rounds to do it.

I completely agree - and they demonstrated that the would definitely use it again if given a chance. OTOH...what happened at the link here? How far does that law stretch? a lot of witnesses say that the policeman deliberately jumped on the hood.
