Here in NY, you get a ticket with a deferred fine for a busted headlight.
As long as you can prove that you had your headlight fixed within a day, you can send your ticket to the DMV with the auto mechanic shop’s repair receipt.
I know because I just had the problem a few months ago and was pulled over by a police officer.
I wonder why Walter Scott did that caused him to be tasered. What ever it is, it has to be more than a busted tail light.
The precipitating cause, whatever it was short of a want for murder or positive suspicion of impending murder, really doesn’t have a bearing here.
The operative question here is the 8 shots (5 hits) from a distance no one could possibly conclude is a distance of danger to the LEO. Furthermore, the shots were all in the back. What more do you need to know?
Perhaps he didn't "submit" fast enough.
Of course, "submitting" really fast might just buy you a few kicks in the testicles, a bunch of kidney shots, and a few punches in the head, San Bernardino-style...
