Maybe he allowed himself to finally be caught, as per instructions to become embedded as a valued whistleblower, albeit a whistleblower armed with misinformation. It seems strange that a Military Trainer with all this experience would be allowed to waste time playing border hopscotch when he probably could have come in on a work visa.
