Generally, I’d say the Frats are entitled to around twenty million in damages, and the university ought to claim ten to twenty million in damages.
The sideshow will be if the frats sue both the university and the Rolling Stone magazine, which I think both are at fault. Depending on who sits on the jury...I think damages could be significant.

Governments (and the Univ of VA is a state funded university and hence an arm of the Commonwealth’s government) cannot sue for defamation, libel or slander.
How does one mistakenly just make up a story out of thin air? It wasn’t a mistake, she’s simply a liar and she’s probably been doing that for decades.

Don’t think so, as legal fees are part of a damages award under certain circumstances. Without the ability to bring a libel action, no damages can be recovered.
And, if you think about it, now allowing governments to sue for defamation is a good thing. Otherwise any comment in a newspaper or on line that caused some politician’s nose to be out of joint would possible give rise to a defamation suit.
Oh yes, and while you're at it Mr Einstein Urinalist Perfessor, how about issuing some "scathing reports" on the shenanigans of CBS with the likes of Dan "Fake but accurate" Rather, NBC and Lyin Brian and God knows how many whoppers he's foisted on the public, the NYTimes and their daily deliverance of pure DNC talking points?
