RIGA - NATO commanders have given the green-light for the creation of rapid-response force command and control centres in the Baltics and three other countries, National Armed Forces Commander Raimonds Graube confirmed to Latvian Radio. According to the portal lsm.lv, this means that a new unit will be set up in Latvia, and this unit will man and operate the new command and control centre. The unit will be responsible for logistics and organisational exercises, as well as receiving rapid-response forces in crisis situations.
NATO already has a rapid-response force model in place, however, after Russias aggression in Ukraine as well as serious concerns expressed by the Baltics and other countries regarding security NATO has agreed to establish a rapid-response force, which would quickly be able to deploy to any NATO member state which is under threat. Thus, the alliance has agreed to the creation of six command and control centres in Latvia, Lithuania, Estonia, Poland, Romania and Bulgaria.

His unit were teaching the locals anti tank weaponry.
Lithuania has started conscription again, the problem is I think there are a number of Russians in Lithuania, a sort of colonization from the Iron Curtain era. We will see.
If Russia intended to invade Latvia, why are they still allowing us to use their rails leading out of the port of Riga to move out heavy equipment into and out of Afghanistan?
It cant be done through Pakistan safely, so the northern route is used via Russia to Riga.
Is the argument that they intend to invade a NATO country, and fight NATO, while simultaneously allowing us to use the rail link from Riga over to the Stans?
It makes no sense.
Why a draft? If they actually are under threat, can they actually not find enough people willing to fight for their own home?

Russia is using such issues as leverage to prevent a U.S./NATO response as long as possible or until Russia chooses to invade a NATO member. During WWII Russia treated the U.S. as a barely tolerated ally for the purposes of the European Theater of Operations (ETO) and as a barely tolerated neutral for the purposes of the Pacific Theater of Operations (PTO). Before WWII Russia helped Germany to secretly violate the WWI Armistice terms prohibiting a German air force by giving German pilots commissions in the Soviet armed forces for the purpose of military flight training. During WWII these same German aviators when captured were treated as if they were commissioned Russian personnel who had committed treason against the Soviet Union.
So, Russia has long experience and history with conducting seemingly contradictory policies.
It may be international posturing as well, Sweden and Finland just signed and agreement to protect each other if attacked, Latvia brings back conscription. It tells everyone that the countries are taking defense issues seriously.
