Funny,I noticed that today.

Just like with the Nazis, symbolism and propaganda play a big role with them. They don’t want to look like the typical ragtag terrorist outfit. You put a man in a uniform, especially a good looking one, and he is suddenly capable of doing things he wouldn’t otherwise do.
