Water Bureau Administrator David Shaff says 38 million gallons will be thrown out because a 19-year-old skateboarder was seen adding his own liquid to the kidney-shaped lake.
It’s the second time a city drinking water repository has been drained because someone took a leak in it.
In 2011, officials drained 7.5 million gallons from a nearby reservoir.”
