I'm not sure why this is even an issue worthy of discussion. I suspect it's little more than a manufactured story aimed at appeasing people on one side or the other.

If the Obama administration didn't want Netanyahu to address Congress it could simply tell the guy not to show up or detain him indefinitely wherever he lands he in the U.S.
