Unless they changed the law, the taxpayer cannot be required to “fork over” a big penalty. As I understand it, the IRS can only deduct the penalty from any refund due the taxpayer. The law, I understand, is very clear on this point. So if the taxpayer has arranged withholding sensibly, the gummint doesn’t collect the penalty.
Of course, the law also denies subsidies to anyone who does not purchase insurance on an exchange established by a state, and we know what IRS regulations did with that little inconvenience.
Shouldn’t be a surprise. The penalty/tax was very widely discussed and it was the central issue in the court case.

If you can’t afford lousy insurance that doesn’t really cover pre-existing conditions (despite promises that it did) although it does cover illegals (yes, he lied), then rest assured: the penalties and beatings *will* continue until morale improves.
Most of whom you’d consider lower-income people will have the penalty waived if the bronze plan premiums in their area are considered unaffordable to them (without subsidies).

I’m scratching my head over what’s in store for me in this regard. I was covered under an employer-provided BCBS policy in January, 2014. Then, nothing until the end of October and another BCBS policy. I didn’t sign up for the exchange because I was expecting a fairly immediate job offer that never came, then I was scrambling to support myself while also looking for a position. My income between was minimal, unemployment insurance for the maximum 19 weeks in this state plus some contract and freelance work.
I’m tempted to think that I won’t be penalized because of the minimal income, but adding up the three months of salary plus UE plus what I was able to do independently in between likely pushes me over the limit.
Is there any clearcut resource that might clarify this? I don’t know of one, and do not relish the thought of speaking with anyone with the IRS about it, prior experience says that I’ll get conflicting answers that may not be correct.

Muslims are specifically exempted from the government mandate to purchase insurance and also from the penalty tax for being uninsured! Islam considers insurance to be gambling, risk-taking, and usury and is thus banned. Muslims are specifically granted exemption based on this.
How convenient. So I, as a Christian, will have crippling IRS liens placed against all of my assets and will face hard prison time because I refuse to buy insurance or pay the penalty tax. Meanwhile, Louis Farrakhan will have no such penalty and will have 100% of his health insurance needs paid for by the de-facto government insurance.
