Taxpayers could see delays in getting their refunds this year -- as well as "unacceptable" customer service -- as the IRS commissioner warns budget cuts are forcing the agency to cut back.
IRS Commissioner John Koskinen: "The effect of these cuts will hurt taxpayers and our tax system," he wrote in an e-mail.
He said the cuts could force the IRS to shut down operations for two days later this year, resulting in unpaid furloughs for employees and service cuts for taxpayers.
"People who file paper tax returns could wait an extra week -- or possibly longer -- to see their refund," he wrote.
He warned that IRS customer service, which already has faced heavy criticism, could be "diminished further."
"We now anticipate an even lower level of telephone service than before, which raises the real possibility that fewer than half of taxpayers trying to call us will actually reach us. During Fiscal Year 2014, 64 percent were able to get through. Those who do reach us will face extended wait times that are unacceptable to all of us," Koskinen wrote.
The IRS has faced tough congressional scrutiny over the last two years in large part over the scandal involving the targeting of conservative groups, and some lawmakers are reluctant to pour more funding into the agency.
Koskinen said a short-term shutdown may loom.

Yes, let’s DEMAND that Congress double the salaries of the poor underpaid and overworked IRS employees. And, while we’re at it, demand that Lois Lerner’s retirement benefits be increased 50%—that poor woman.
So, they’re providing their usual level of service with less money? Bravo!
If you file electronically, your refund is issued by a computer system, unless your return is flagged as potentially fraudulent. So normal refunds will come through quite quickly.

Pay attention folks
If you get a refund of more than $200 dollars, immediately see an accountant to have your tax liability determined based on your salary, then go to your payroll dept and adjust your withholding to reflect your real Tax Liability. You may not get a refund but you will DENY the Government Free Use of YOUR MONEY!
Being Self employed I pay at the last possible minute and never a penny more than owed. They Do Not get my TAXES IN ADVANCE.

How if poor customer service any different between any year?
LOL. What services would he be talking about? How do you cut/degrade services that never existed? Only in the gubbermint.
Especially those elected to "public service" offices!
Most are SELF-serving!
Thankfully, this does not affect the payment cashing division of the IRS.
I guess they won’t have time to audit conservative groups.
