Death penalty states unmoved by botched execution

I have trouble getting my head around the problems - when a pet needs to be put down, the vet gives an injection, about 10 seconds later, the pet closes its eyes, drops its head and is gone - all without apparent discomfort. Why so much trouble with a human? Are there so many regulations that it becomes impossible for a humane execution of a death row convict?
