The investigator talked to numerous witnesses, agencies in Fort Worth and experts in Los Angeles. He also studied the video, slowing down and enhancing portions of the video to study the behavior of the dog. He also studied articles about animal conduct.
“The most notable thing [the investigator] pointed out was that the officer had several reports that the brown pit bull had snapped at people and that the brown pit bull had reports of getting out so he obviously was considered for the safety of the community while he was waiting on animal control to arrive at the scene,” Cain said. “[The officer] felt that it was uncomfortable for him to just go back to the station with the safety of children playing in the neighborhood at risk. So he went out in search of the dog.”
Cain said the dog is shown for less than 30 frames, less than a second.
“When you look at those two segments and you slow it down, you see a body position change of the brown pit bull. He takes an aggressive stance. Most notably in both of them you see his ears pin back,” he said. “Then in the second scene you see his front quarters get into an attack type position and you can tell that his mouth is open. Then he goes out of screen and that’s the time the officer says the dog was coming up.”
According to the investigator’s report, “Dupre reasonably believed that he needed to use lethal/deadly force in defense of his own life.”

When I took the hunter safety course many (many) years ago in NYS the DEC guys told us that his was more intended for the feral dogs that were harassing deer. IO asked how you could tell the difference between feral and domestic. He replied that off the record if it was chasing a deer it would be coyote food.
The dog couldn’t breathe.
I agree. By their own actions cops have lost the benefit of the doubt from many Americans who traditionally supported them. I am not so cynical that I will not look at evidence, and now don’t believe Wilson did anything criminal, but my initial thought on the Brown shooting was that the cop got beat up and executed the guy for it. Four or Five years ago I would have immediately assumed the cop was in the right but too many recordings of bad behavior followed by “clearings” have changed my mind.
Two women calling police from their car because they are trapped, does support the cop killing a dog that needed killing.
Just like the left and the “gentle giant”, this ins’t the dog killing that I would choose as the one to make a stink over.

Years ago the lady next door’s ex husband moved in with her and brought his pit bull with him. Knowing their reputation I asked a friend of mine from Southern California, who was an Animal Control Officer, about this. He told me, from his experience, I had two choices. 1)Kill the pit bull. 2)Sell my house and move.
I did neither. After an attack on one of my pointers that resulted in no injury, an attack on another neighborhood dog that resulted in a trip to the vet and stiches, and two other dogs being killed, I sold my house and moved to the “I told ya so,” of my State Humane Officer friend.

That term is a total oxy-moron. You see that the independent investigator knows that if he does not find in favor of the police than he will never get hired again. It very much taints the decision.
And I am not saying that this shooting was or was not justified. It well may have been. But I know that independent investigators are far from independent.

Maybe the cops should start building a better relationship with the peeps by stoping shootings of (almost all) dogs.

If you knew how poorly most police shoot, you would undeerstand why an ossifer attempting to qualify for his Dog Shooter Badge would try to get a close up shot.
Having stated the above, if the dogs were forming an agressive pack, the owners are at fault.
Police can not honestly monitor police misconduct cases. That is one error that must be reformed. People don’t respect it for resolution in questionable police actions anymore.
