I fully understand that, but mine was a quick two line response, not a dissertation on the Civil War or slavery.
I was not arguing if the Civil War was necessary to ending slavery in this nation. My point is, the Civil War did not end slavery,nor could even a simple law done so, it required a constitutional amendment to do so.

I read that as pertaining to GOVERNMENT EMPLOYEES so how do EMPLOYERS fit in? It’s like everything else they are doing in DC - start out qualifying something as being aimed at FEDERAL PROSECUTION ETC., and then it branches out to take in all local agencies. I don’t get it.

Slight issue w/ your reference: the Amendment was fraudulently (IMHO) passed, being required by the States during Reconstruction for re-admittance into the Union.
That, to me, is exactly the same thing we have going on today...subversion by strong-arming. Making it ‘legal’ by force/coercion.
