Rand Paul: Officer involved in chokehold death shouldn't be a policeman

Washington (CNN) -- The New York officer involved in the death of Eric Garner should no longer be on the police force, Sen. Rand Paul argued Monday.

The Kentucky Republican said Daniel Pantaleo lacked "discretion" when he placed Garner in a chokehold for allegedly selling untaxed cigarettes.

“Pantaleo used a wrestling move to bring down Garner.

As I recall the use of nightsticks, saps and flashlights were deemed to be too dangerous to those who needed to be subdubed by police and these other methods were taught to replace them as being more safe and humane. The use of force will never be 100% safe but should never be discarded as there are always those who will push to limits end.

Not only did the choke hold not cause the death, it wasn’t a choke hold. If it was a choke hold, he would not be able to speak. If someone is saying, “I can’t breath,” guess what, he CAN breath, because if he couldn’t breath he could not speak. This is one of the first things you look at in life guard training. If he can speak they are not in immediate danger, unable to speak, you have a few seconds.

Because racism. Paul is stepping right to the edge of Al Sharpton's antics but not going over the line in order to avoid alienating his non-black voters.

Yes, a police officer taking down a grossly obese, habitual law breaker who resists arrests, is very much like the Nazi SS forcing Jews in a gas chamber.

I did not say it was a chokehold death. This officer however has a history that should not be ignored. And more often than not cops are their own worst enemy. I know, I have experienced it.

In the second video which shows the EMS response, Garner looks like he’s unresponsive and probably not breathing for 3 or 4 minutes after the EMT’s arrive and they aren’t doing any of the things I would expect them to be doing ( listening for breath sounds, checking a pulse ox, putting the pads on to check his cardiac rythym, putting him on oxygen etc.

This is NYC. Anything union members do takes twice the time at twice the hourly wages. Or maybe they were just catching their collective breath from a vigorous session of shooting the breeze.

So what about the black female supervisor who was right there watching the officer with "a history that should not be ignored" and could have stopped the arrest at any time?

No culpability because blacks are inferior and can't be held responsible even when they're in charge?

Help me out here. I want to understand.

They don't care. In their minds, cops aren't allowed to use physical force to effect an arrest. There's a lot of BS floating around about there being a bunch of cops going after him. The thing is - they are a bunch of cops, not a single individual. They're not allowed to do the kinds of things that would put the guy down past, such as whaling away at him with nightsticks. In that interval, he could have put any of the cops through a glass window, potentially causing exsanguination (bleeding out) through the severing of an artery or landed on one of the cops in exactly the wrong way, causing head or spinal injuries or worse. This is a 400lb guy. He's as strong as a lot of weightlifters.

So why aren't you clamoring for her head?

She has the most responsibility. She was in charge. She ordered the arrest. She didn't stop it when Saint Chokehold said he couldn't breathe.

He’s right. If you can speak, your upper airway is open. Hence not being choked.
As an ER physician, and former EMS medical director the FIRST thing I do or tell EMTS to do is try to get the patient to speak. You immediately get a sense of the patients airway, his circulation ( you need blood to perfuse your brain to speak and respond to questions) and the patients mental status ( alert, understands your questions, responds appropriately) etc.
If I have someone in respiratory distress and they are saying very clearly “ I can’t breath” the problem is not their airway. Something else is causing their “air hunger”. All kinds of things involving the cardio pulmonary system can cause that sensation.
