Federal Regs Push Minneapolis Into Illegal School Discipline Quotas

Combine an administration that disdains the idea that it has any legal boundaries with the “liberal” penchant for coerced equality and you get some amazingly absurd results.

A case in point is the recent cave-in by public school officials in Minneapolis to the Department of Education regulations I wrote about here, regulations that threaten schools with loss of federal funds if they punish “disproportionate” numbers of students from certain groups.

The “proportional discipline” rules are beginning to bite. After all, bureaucrats don’t just make rules for the sake of keeping busy – they demand obedience.

Public school officials in Minneapolis have agreed that the superintendent’s office will review all suspensions of “students of color,” meaning black, Hispanic, or American Indian. There will be no corresponding review, however, if the student has white or Asian ancestry. That racial double standard is intended to help the system avoid trouble with the Education Department officials and their manic insistence on group equality in discipline.

With the superintendent reviewing all “minority” suspensions, it will be easier to comply with the agreement between the Education Department and the school district that it will reduce the “disproportionality” between suspensions of students in the two groups: a 25 percent reduction by the end of the current school year, a 50 percent reduction by 2016, 75 percent by 2017, and by 2018 to have achieved the Department’s goal of perfect group equality.

In a Nov. 24, 2014 letter to the Minneapolis school superintendent, U.S Civil Rights Commission member Peter Kirsanow says bluntly, “This is a racial quota system for school discipline, because it has nothing to do with whether any particular individual deserved to be punished for his misbehavior.”

The Somalis that I have met do NOT consider themselves “black”, and certainly not American black. They see themselves as Arab or just Somali.

Here we get the worst of a Star Chamber (except only one person) and rules (laws?) written in Jello on a hot summer day.

Note that no where in the article is the issue that students of color actually have more infractions that require discipline. Simply that the numbers of times they ARE disciplined will be reduced.

You MEAN the federal State...

The State(state) and the Local(state) is as they should be..
even if corrupt and unmanageable...

We have THREE givernments NOT ONE..
federal, state and local.. each with a role to play..

Local should be BOSS, State should be an aid to local AND
federal should be last to deal ONLY with SOME foreign involvements.. NOT ALL..

ANY federal activity SHOULD BE as a vassal to the States..
NOT the originator OF ANYTHING.. even maybe especially WAR...

Givernment in the United States has been TURNED ON IT’s HEAD.. is UPSIDE DOWN..
NOTHING will be Constitutional UNTIL it’s set aright..

Until THEN speaking of the Constitution (in any way) IS A BAD JOKE..
NOW.. the American Constitution is a DELUSION!... an Autistic specter.. a SCAM... used to Hornswoggle..

UNTIL the Civil War II.. it will not be set aright..
America is deluded.. bewitched.. brain washed..

And Minneapolis has a very large component of Hmong and other Southeast Asians.

Are they now classified as white?

Southeast Asian families in Minneapolis have been open enrolling their children in suburban schools in large numbers for years. The do not believe their children are safe in the Minneapolis schools. The suburban schools are more than happy to welcome these students.

Minnesota has state wide open enrollment so you can send your student to any school with openings. The schools are rewarded for diversity and closing Minnesota’s embarrassing achievement gape. Asian students are a win win.

You missed something.. A State or Local giverment can rightfully be as corrupt as the people themselves are..
OR allow it to be.. RIGHTFULLY.. It’s right THAT givernment represents the people as the are.. AND it does.. If they allow corruption they themselves are corrupt..

The federal givernment is NOT the same.. the federal givernment is a givernment on paper.. a construct.. not really real... it is a consensus.. a committee.. or sometimes a MOB..

States can pull out.. pull away from a mobbed up fed..
AND SHOULD.. they can secede.. for that is WHAT Civil War under our system “IS”..

BUT if the people in all States are (generally) corrupt.. will NOT secede..
They then HAVE the givernment that is right and logical..
It represents THEM...

This is a hard saying for an OPTIMIST... to accept.. but it is true nevertheless..
Most OPTIMISTs are often and usually are delusional..
Optimists are THEN......... the enemy..

National demographics:

Black – 13%
Hispanic – 16%
Asian – 5%

The Asian population is the minority. Progressives and this lawless administration refuse to recognize there's a reason why Asian students don't require disciplinary intervention, and that it has zero to do with racism.

I would like to ask the Education Department officials who are behind this egalitarian crusade if they would like to see a similar policy for the distribution of grades at the schools their children attend – that the percentage of As, Bs, Cs, Ds, and Fs would have to be proportionate to the racial mix of the student body. Most of them (I think) would say that grades should be based on individual achievement.

Don't count on it, pal.
