prior to this change “Russians were only allowed to own firearms for hunting or target practice.” Because of this, there are only “13 million” privately owned firearms in Russia compared to approximately 310 million the US. On the other hand, “there were 21,603 murders in Russia” in 2009 compared with just over 13,600 in the US, “which has a population almost twice as large [as Russia].”
In other words, in the past few years fewer guns equaled more murder in Russia while more guns equaled fewer murders in the US.
Under the new law, Russians can acquire a license to carry a firearm for self-defense. The license has to be “renewed every five years” and applicants must “undergo background checks and take a safety course.”
The law allows licensed Russians to carry a variety of different guns.

Frankly, no, not in Russia, under anyone. Russia’s leadership and governments of all stripes have had a history of not trusting the populace. I’m very happy for the Russians to hear this, assuming the background checks aren’t onerous and subject to bribery and corruption.

Where does the article get the murder rate statistic in the headline from? The murder rate in Russia is about double that in the U.S. at 9.2 per 100,000 to the U.S.’s 4.7 per 100,000 (one of my favorite facts in this domain since the rate of private firearms ownership in Russia is about 1/10th that in the U.S.).
I’m disappointed if Breitbart has fallen for someone quoting statistics about the specious category of “gun crime” — doubtless given the relative rates of firearm ownership the proportion of Russian murders committed with firearms is lower than than the proportion of American murders committed with firearms.

Agreed. Consider, for instance, that according to the Bureau of Justice Statistics, only about 7.7% of all homicides in the US occur in rural areas. The base homicide rate translates to something like 1.7 per 100,000, which is roughly the same as Canada and much of Western Europe. Of course, we all know rural US gun ownership rates are very high.
Apparently, high rates of gun ownership aren’t the problem, as much as the libtards want to believe.

I believe it's pretty close to 50/50. 13% of the population commits half, the other 87% commits about half.
It is likely quite restrictive. Still it is nice to see some movement.
