US health officials will actively monitor health workers who have treated Ebola patients in West Africa, under new rules.
Updated guidelines issued on Monday will require most medics to be checked for symptoms for 21 days but will not require quarantine or isolation.
The UN Secretary General has condemned enforced quarantine measures.
The current Ebola outbreak in West Africa has infected more than 10,000 people and killed almost 5,000.
The US announcement comes after a nurse who complained about her quarantine in New Jersey was allowed to return home.
In response, UN Secretary General Ban Ki-moon said those seeking to help in affected areas "should not be subjected to restrictions that are not based on science".
"Those who develop infections should be supported, not stigmatised."

Everything is okey dokey now - the UN has weighed in. No problem! Tell us again just how we should do things in our own country, why don’t you? Are they weighing in on border closures and quarantines in the African countries involved?
Of course Obola is against it. It doesn’t bode well for his 30 million amnesty in December.
I see they are compassionate about health care workers. OK so what happens if one of these returning health care workers refuses to stay in isolation? Where is the compassion for some child, mother or any person that gets ebola and dies after being in close proximity to one of these returning health care workers? Where is the compassion for them? They didn’t choose anything. They were on a subway and got ebola.
So when can we expect the next medical tourists to arrive, following Mr. Duncan’s footsteps from the Hot Zone? (Someone in West Africa with early symptoms and the means to travel might have seen that the US death rate from Ebola is about 15%, and that is a lot better than 85%.)
One would think a certain amount of caution would be exercised given the death rate of this virus. Maybe if they contained/quarantined folks in West Africa, it wouldn’t have spread the way it has. I don’t care that it’s only spread through contact with bodily fluids. Personally, I think if you have it and you’re coughing/sneezing, that virus is going to be in the spit droplets you exhale (much like a cold/flu). These people are just stupid.

And how about compassion for the unfortunate business owners who take a huge financial hit as a result of the selfish obola-carrier contaminating their premises? Or compassion for those who get that awful phone call telling them they’ve been exposed by one of those obola-carriers who is too self-indulgent to wait out the incubation period and traipses around town potentially spreading it?
First of all, who gives a flip about what the UN thinks?
Second, I have read recently, that Doctor’s without Borders already gives these workers 3 weeks of pay, so that they can stay home and not run the risk of exposing others.
Third, I believe that science long ago showed that effective quarantines instituted in time can prevent widespread growth of disease, slow it down and stop it. With no real proven treatment, no vaccination, and a high mortality rate, it seems that quarantine is a viable option.
Fourth, the people who got an impulse to jump on mass transport just prior to symptoms are the ones who have made it seem that mandatory quarantine is needed, because of their actions.
THAT WOULD BE RACCCCCIIIIIIISSSSSSSTTTTT! Only WHITE PRIVELEDGE could cause oppressed black, brown, yellow, green, purple or chartreuse people to be discriminated against in such a RACIST manner... Repeat until the really stupid are ready to strap on a bomb.
