Ever consider the 1/3 ratio of staff to inmate population? The guards, purchasing clerks, food services workers, social services staff, medical staff, chaplains, outside contractors for facility maintenance, etc......?
While I understand the emotional hardness on the matter, the reality is something entirely different.
