The Secret Service on Saturday arrested another man trying to illegally enter the White House, less than 24 hours after another man jumped a fence, raced across the lawn and made it all the way inside the building.

:’D On the morning news one of his neighbors said that the guy from the first breach was always saying odd things, like he thought his phone was tapped, that he was being watched, etc. His reason for going to the White House was to warn the president that the atmosphere was going to collapse.
Point taken - but this is probably the first fence he encountered that did not have a welcome committee to help him on his quest. Heck, he may not have encountered a fence on the way into the USA.
He WAS being watched. SS admitted that Gonzalez was known by them.
