The article doesn't say where the beheadings on the video occurred BUT... but it says it's source, "The New Observer" identify "Los Zetas" cartel as responsible.

The article then quotes "Los Zetas are now Mexico’s largest drug cartel and are based in Nuevo Laredo, Tamaulipas, directly across the border from Laredo, Texas."

That's directly across OBAMA'S OPEN BORDER:
