The United States is not preparing to unleash a "shock and awe" campaign of overwhelming airstrikes in Syria against Islamic State fighters and instead envisions a more modest, longer-term campaign, Pentagon officials told Congress on Tuesday.
Defense Secretary Chuck Hagel said the military's current plan would be outlined to President Barack Obama on Wednesday by the U.S. military's Central Command and envisioned striking the group's safe havens to knock out infrastructure, logistics and command capabilities.
General Martin Dempsey, the top U.S. military officer, said the strikes would degrade the group's capabilities there as broader efforts get underway, including training of Syrian fighters in Saudi Arabia.
"This won't look like a 'shock and awe' campaign because that's simply not how (the Islamic State group) is organized. But it will be a persistent and sustainable campaign," Dempsey told the Senate Armed Services Committee.

If you are not going to get into it to win, just stay out, regardless of the consequences for non-intervention. Eventually the situation will get so threatening that the only option is to take up the fight when it is hopeless, but no alternatives exist.

The evacuation of Allied soldiers from the beaches and harbor of Dunkirk, France, between 27 May and 4 June 1940 was one of the great routs of history, but also probably the most miraculous, considering the odds against them. Once back in England, Winston Churchill rallied the British to continue their nearly hopeless resistance to the advance of the Nazi war machine, promising them nothing but “blood, toil, sweat and tears”.

Shy? He's a Muslim. Sure, Muslims fight, but they also support each other, the further away, the more the support.
He's hoping they'll get the message and not do anything too inflammatory--like beheading Americans, or trapping 50,000 Yezidis on a mountain-top and, without intervention, either killing or enslaving them. If they lay low, and show they can be a responsible addition to the 57 Muslim states, maybe we can start up trade relations with them. /S
