I think this is a classic example of what happens when a law enforcement agency isn't trained or prepared for an unexpected or exceptionally large event.
Ferguson is a city of 21,000 people. Its police department has 52 sworn officers. Only three are black, when about 68% of the city's population is black. This imbalance affects the current situation tangentially, but I doubt that it's a problem that the City of Ferguson is unaware of or that they haven't tried to fix it.
Anytime a white police officer kills or seriously injures a minority citizen in a predominately minority community, there will be an outcry. Accusations of racism follow immediately and certainly, and the precipitating conduct that led to the incident is lost in the conversation.
There is something of a Litmus test one can do to evaluate whether the motive behind an action is motivated by racism: change the ethnicities of the players. So, instead of Michael Brown, we have Michael White, a 6-5, 265 lb. Caucasian, 18 years of age. He enters a convenience store in his small community and takes a package of cigars. When the clerk tries to stop him, White grabs him and tosses him around in order to leave unencumbered.
A few minutes later, White and at least one companion of the same ethnicity are walking down the middle of a public street, eschewing the sidewalk provided for pedestrians. A uniformed police officer (he can be whatever race you want him to be -- I don't think it matters) who is of inferior physical size to White sees him and asks him and his friend to move to the sidewalk. The pair refuse. The police officer may or may not know about the strongarm robbery at the convenience store...

I suppose the other problem is 30 years ago this was a white town. Its hard to believe that it shifted so dramatically over 30 years.
Still your right as the author pointed out becoming a police offier is a tough job with tough requirements that most Americans are not qualified for due to physical requirements and background history.
The African american population for whatever reason seems to produce the fewst qualified canadits of all mostly due to their enormous propensity to develop criminal records.
The officers initial re-framing of the story by switching around the races was probably the crux of the matter. There probably wouldn’t even have been a protest if Michelle has been a white man.
blacks today like their largely democrat political leaders are always jumping to conclude racism is behind almost everything that happens to any one of their own, or doesn’t happen. This is primarily because of what they are taught in their schools, churches, media, and home.
The truth is their population has fallen apart so much over the last 50 years sense the so called “civil rights” movement liberated them they couldn’t sustain themselves without massive outside support.
Far too many of them want to sit around and blame others for their problems rather than get up and solve thier own problems. Too many of them are at war with the world and people around them.
If you had an entirely black town, that had to recruit an entirely black police force, they would be in rather poor straits because they couldn’t find enough qualified officers to deal with a population that seems far too bent upon criminal behavior.
The Democrat plantation-owners need another white boogey man to drive their black slaves to the polls in November. End of story.
Of course it helps if you want to be police, and I’m quite sure that falls under the category of ‘acting white’.
Well folks, you give civil service exams, and the highest ranking exam takers are picked first when openings come up.

It's a police department that didn't have the trust and support of the people they served before this happen, and probably have less now. Ferguson is a jerkwater suburb that gets a significant part of its funding from traffic violations. It has a police department that is likely underfunded and is staffed with officers who probably don't make a very good salary and who can't get onto a larger, better paying force. They can hire every black police officer they can attract and it isn't going to change things. The connection between police and population, if any existed to begin with, is broken beyond repair.
During the time the Ferguson PD were running the show not one protestor was injured or killed. Considering the conditions in which they were working they should receive good grads.

When a substantial number of police think they're the enemy why should blacks feel different?
Point taken. But the behavior of (particularly) many younger black males labels them, fairly or otherwise, as a danger or a threat. Remember Jesse Jackson's comment about hearing footsteps behind him and being relieved when he saw that they were white?
Only the black community can correct that, by insisting upon appropriate behavior from their own
