He is innocent until proven guilty and therefore he should be able to carry.
I think most convicted felons should be able to carry as long as they have served their sentence. The violent felons are a different lot.

I have a friend who lost his rights under a DV accusation.
He went to court, proved she was a liar and it cost him $30,000 to get his case expunged and then a few more dollars.
He is going after her civilly.

The form is not required but a private seller would be breaking the law. Too much publicity for anyone that would selling a gun to Governor Perry.
