Obama doesn’t really need to use youth gangs - he can simply employ his Attorney General. It’s more or less the same thing.
Thinking back to when, in invading the Crimea, the Rooskies sent a biker gang. That would be kind of like sending the Hells Angels, except the HA is nonblack. But sort of the idea.
