At what age are the standard IQ tests being performed to make this determination? If a kid is exposed to learning as a pleasurable experience by parents and other family members from an early age IQ scores are affected positively.

Let me also mention that 82 is not stupid, and it is barely BIF-borderline intellectual functioning. Average IQ is 85-114, so it is only a couple of points below normal.

IQ testing can be done over a wide range of ages. Age and race, sex, economic factors - all have been part of the roughly 100 year long development of IQ testing. The results on the early tests are similar to those done today.

Look up a video “You can't fix stupid”. That comedian called it correctly.

Having said the above, I am sure that an IQ80 individual who was acculturated properly can make their way through life as a productive citizen. All bets are off if Gubment and Libtards get their overpaid paws on ‘that person.
