Reminds me of one of the Soviet jokes Reagan used to tell. The Soviet leader announced that America had surrendered, Communism now ruled the world and Utopia was just around the corner. Everyone cheered except for one glum looking comrade in the corner.
They asked him why and he replied "Now who is going to supply us with wheat?"

I’ve long supported a similar process. Take in willing workers from other countries, but in return require that they take an equal number of our gangbangers, welfare leeches, radical liberals and methhead trailer trash.

Here’s a counter proposal. For every illegal that enters the country a lottery will be held in which every federal and state elected official, along with appointed judges and high ranking bureacrats, etc. will participate. Having your name drawn means you will be stripped of your U.S. citizenship status, your social security number, bank accounts etc. In effect you would become an illegal alien. No actual deportation required.
Implement that policy and watch how fast the problem gets solved.

I've often contemplated what would result from granting the populations of both Mexico and the U.S. dual citizenship in both countries. I believe millions of Americans from retirees and students to entrepreneurs and industrialists would flood Mexico. U.S. business investment and expertize in all sectors of the Mexican economy could lift job opportunities and the standard of living to a level that would drastically reduce northern migration.
The current Mexican president and federal legislature are slowly dismantling the industrial monopolies (the oligarchy)that have dominated the economy and hindered growth, innovation, entrepreneurship and jobs. One of the first targeted sectors is telecommunications—ruled by Carlos Slim, named in 2013 the “world's richest billionaire.” The Mexicans are also in the process of privatizing the state oil monopoly Pemex.

Just one thing wrong with your list of countries: Belize (formerly British Hondouras) is an English-speaking country, and a Commonwealth realm (as is Canada, and 14 other nations, who all recognize Queen Elizabeth II as chief of state).
Belizeans are not Latinos. They eat toast, not tacos. Canada is a popular destination for Belizean émigrés. They integrate well, and make fine citizens. (I’m not saying that the country itself doesn’t have plenty of problems.)

The suggestion was for each Central American country to hold a referendum on "moving" en masse to the US.
Belize would likely vote "no" and probably enjoy its new neighbors.
