Instead of comprehensive immigration reform, why not propose a country swap referendum in each Central American country? If the majority of any country votes in favor, the entire population of that country must prepare to permanently emigrate to the US, to be replaced by an equal number of Conservative Americans wanting a new country.
According to Wikipedia, the populations of all 7 Central American countries amount to about 45 million people:
1. Belize: 339K
2. Guatemala: 15.8M
3. Honduras: 8.3M
4. El Salvador: 6.1M
5. Nicaragua: 6.1M
6. Costa Rica: 4.6M
7. Panama: 3.6M
Terms for Central Americans: Free transportation of all persons and possessions to the US state their choosing, and immediate American citizenship upon arrival (Democrat voter registration and union membership optional, but highly recommended). Bienvenidos!
Terms for North Americans: Free transportation of all persons and possessions to the Central American country of their choosing, and the right to establish a new form of government with national materials left behind. Good riddance!
Obama gets his socialist utopia of immigrant voters, and American Conservative get a non-violent do-over to establish a truly Constitutional form of government in a really nice part of the world.

I’ve long supported a similar process. Take in willing workers from other countries, but in return require that they take an equal number of our gangbangers, welfare leeches, radical liberals and methhead trailer trash.

Here’s a counter proposal. For every illegal that enters the country a lottery will be held in which every federal and state elected official, along with appointed judges and high ranking bureacrats, etc. will participate. Having your name drawn means you will be stripped of your U.S. citizenship status, your social security number, bank accounts etc. In effect you would become an illegal alien. No actual deportation required.
Implement that policy and watch how fast the problem gets solved.

Me too, but I love Freedom more! There are plenty of mountainous, cooler regions down there.
Just one thing wrong with your list of countries: Belize (formerly British Hondouras) is an English-speaking country, and a Commonwealth realm (as is Canada, and 14 other nations, who all recognize Queen Elizabeth II as chief of state).
Belizeans are not Latinos. They eat toast, not tacos. Canada is a popular destination for Belizean émigrés. They integrate well, and make fine citizens. (I’m not saying that the country itself doesn’t have plenty of problems.)
