Kiev is just going to ignore the Geneva Agreement.
It sure looks like it. I thought the agreement necessitated a withdraw.
The agreement was full of generalities about “illegal formations” and such. Russia calls Kiev illegal, and Kiev calls the eastern occupations illegal, so everyone agrees that their adversary needs to back off.
So the Banderists in Kiev are going to continue sending troops to Eastern Ukraine to surrender their tanks, apcs and other weapons to the locals in exchange for vodka and pelmini?

Regardless of the merit of any side in the conflict, this is just stupid on the part of the government in Kyiv unless they have been led that major armed assistance is on the way.
