The claim will be that they are "Fomenting Terrorism" and the circumstantial evidence will appear to support that claim.
Hell, I don't doubt this could be one of Bummer's pet projects and we actually have CIA and Specops in there doing some "nation building". And that would be really, really dumb.

Perhaps English is not your first language. The voice saying “I am US citizen” says it with a distinctly Slavic accent. He also fails to use the indefinite article before “US”, which is a typical grammatical mistake made by Slavic language speakers.

So yes, you can say Putin claims this.

Had a friend that did some nuclear material recovery work in a former republic acouple off years after the fall of the Soviet Union. Local security was being provided by a company manned entirely by ex-Spetnaz that had been originally recruited from that locale. In conversation with them, my friend said that he found out 2 things:
1) The guards had detailed knowledge of US cities and locations indicating they had all spent significant time in the United States learning about US geography, politics, society, etc. and
2) All the conversations were in unaccented, standard Mid-western dialect with plenty of properly used American slang thrown in.
In other words, they had been trained to convincingly pass for Americans as part of their mission preparation.
The detained “US mercenary” is Russian Spetnaz pretending to be one.
Ask him to say “Moose and squirrel”. Dead giveaway
These are American CIA agents sent to destabilize the region. Only Russia can protect us from hegemonous American capitalist running dogs.
The Soviets had whole towns constructed that looked like typical Midwestern cities that were used for training spies and potential saboteurs.

If Russia has all these trained agents with no accents, why use one with an accent for this stunt?
If this is true, and they really did capture him, it shouldn’t be too difficult to get his name and identification/passport to post on the web. I’d like to see that first before making judgements.
