Is Obama weak against Putin? Yes, and by design. The goal is to punish America, even if that takes the form of making himself look like a gelding.

I would argue to the contrary.
Obama is a pacifist, an antiwar scion of the 60’s. That was the age of the great victory, the war in Vietnam was damned and ended. There shall be no more war. There shall be peace through diplomacy, through accommodation, through compromise. There can be no war because war is abolished, ended for all time.
That is what they believe and think. The destruction of American strength is just collateral damage to the pacifist notions.
