The Senate easily overcame Wednesday’s first hurdle to a fizzling GOP strategy to strip funding for President Obama’s healthcare law in exchange for keeping the government running.

Top Republicans are now for a new — more modest — way to chip away at the Affordable Care Act.

Whew! I'm relieved to see this statement, because I was worried, not to mention puzzled by the numbers. Can you explain the cloture issue for me, if you have time, or point me to a good explanation? I've been a little distracted here, but I'd like to know what to look for. Thanks.

Deceptive reporting. Cruz, in fact, introduced TWO unanimous consent measures (which Reid rejected) that were SPECIFICALLY designed to speed up the process and get to the actual vote.

I have an uncomfortable feeling this whole thing was about maximum TV time for Cruz and a possible Presidential run. From what I'm seeing here, it's working.

At minimum, this would be 98-2 (Cruz & Lee) if it was an actual cloture vote. It is not. The senate knows they have to throw the house some bone to move the funding forward. It remains to be seen what the bone will be.

Perhaps some minor delay in implementation. Perhaps a repeal on the tax on medical devices. Something.

This was the motion to proceed (to debate), basically bringing the bill to the floor.

In the old days there would have been an actual debate, but now, Reid files for cloture at the same time he files a bill so he can call for an end to debate whenever he wants, which is usually after the mandatory 30 hours of debate, i.e. the next morning or afternoon.

Washington does a kabuki dance. Senate rules. They are distorted and complex. Most of the Senators don't even understand them. It has been 100 years of chess. Of move and counter move. Don't like the rules? expand on them. It is meant to confuse. The senators aides are paid to find loopholes.
Government is too big and we need to stand behind Ted Cruz.
If we all just pick up the phone and call, get on their facebook page or tweet your Senator we might have a chance. If you sit there and do nothing, this may be it.

The rare 100-0 vote to end this first round of debate showed how eager senators were to move the bill forward.

Not possible. After filibustering well into the night, Ted Cruz, at a MINIMUM, would not have voted to move the debate forward. I call super-BS on this article!!

Look at FR today. All we're doing is fighting each other, and not the Dems. The fact is we can't repeal Obamacare with only control of the House. When people sat on their hands and refused to vote for Romney they lost the chance for repeal.

As long as we are this divided we have no chance to win the Senate or the Presidency. Or repeal Obamacare.

cloture is a vote to end the debate they just voted to have. Ending the debate leads to the simple 51 member vote that passes an amendment stripping the defunding of ACA out of the house bill. It takes 60s votes to stop debate.

Cloture vote will be on Friday or Saturday, according to Cruz on Rush.

He asked us to get three people to sign the petition. How hard is that?

Cruz asked us to keep calling senators, to vote “NO” on cloture. How hard is that?

Nope LOL!

However in regards to just this bill there are only two cloture votes: one to proceed to debate (the one that just happened) and one to end debate which will come Saturday or possibly Friday- or even Sunday.

That vote to end debate will mean that the Senate must then proceed to vote on the bill and any amendments pending.
One of the amendments pending will be from Harry Reid and it will be an “amendment in the nature of a substitute” or an “amendment to strike” which will replace the language of the House bill.
There will be no further cloture vote so Harry’s new bill (funding Obamacare and any other thing he wants) will pass with 51 votes.

That’s why Cruz wants to filibuster that second vote

The facts don't bear that out. The RINOs are backstabbing Cruz and the others every chance they get. They're in backrooms working for Obamacare. McCain hasn't been with constituional conservatives once. We're better off with less Republican Senators, but constituional conservatives who actually believe their campaign rhetoric and can bring the case to the American people.

I'd rather word it "if the ptb in the Republican Party ran a presidential candidate who is a true constituional candidate, we wouldn't be in this mess. Next time around, there are some choices.

As majority leader, Reid has the right of first recognition and will “fill the amendment tree” which means he’ll propose a bunch of amendments to the number limit so nobody else can propose any amendments.

This is what Cruz was talking about. No debate, no opportunity for amenement, just raw power. Reid disallows any changes, then comes cloture, then Reid proposes an amendment to strike after cloture is achieved, which will require a simple majority for passage. The amendment passes, no other amendments will be allowed, then the vote on the bill and back to the House with Obamacare defunding stripped.

This is why a vote for cloture is a vote for funding Obamacare.

At least we have someone who is fighting and publicizing the battle. This is the first time that we at least have some front row comversation regarding this issue. Well, other that McCain and Graham waving the white flag. you know it is going to pass anyway so why fight.

Glad McCain wasn’t around during WWII during the battle of the bulge or we would be speakig German right now.

There are rules about what amendments can be proposed.

I believe, am not sure yet, that Harry has proposed all the amendments that can be offered already -a process called “filling the amendment tree” which he has done 10 or 20 as many times as any other Majority Leader (the Majority gets to propose amendments first).

So, I believe no, there won’t be any amendments.

(Isn’t Senate procedure and the media that hides it grand?)

I like the new tactic Cruz is using. All the way back to the 80's, establishment Republican's loved conservatives but would never return the favor in-kind. John Warner (VA Senator) actually recruited an independent to run for Senate when Ollie North got the nomination.

They hate us - it's time to move on without them ...

Okay, so then the HOR gets that bill and it's still not law, is it? At that point, can't the HOR send the US Senate one bill at a time, each funding separate things?

I think what Cruz did is got a lot of normal citizens involved. Can the US Senate really vote against the Defense bill (etc) with the deadline looming?

One takeaway from the filubuster this AM is that Cruz is a real lot smarter than is Harry Reid. The differnece is like what I'd imagine if Putin and Obama played a chess match.

I bet the only thing media watchers know of what Cruz actually said in those 18 or however many hours is that he read “Green Eggs and Ham”.

No, it’s not law, still a bill. And yes, the House can send bills to the senate one bill at a time, but in the mean time, the other parts of the government would be shut down until individual bills or a composite bill is/are passed and signed. This is what the republicans are afraid of. And why Reid and the senate did not pass a budget for four years so the government could run on continuing resolutions and these scary deadlines can keep coming.

Keep in mind that even if the Senate passed the current CR (with or without Obamacare), the funding would last only till December, when we get to do this all over again, with the threat of the Christmas recess. See the game?? Graves original bill in the House called for funding for a year, Boehner, etc. changed it to three months.

Yep, and they won't include the video of how he still managed to keep it on topic by using the story as an illustration of trying to convince the people that they like Obamacare when they don't.
