manc, wasn’t it a republican legislature in FLA that erased West’s original district in the first place? If I am wrong, please don’t hesitate to kick my butt, but I seem to recall questioning WHY at the time.

Yes, all the Districts were redrawn by a Republican dominated legislature in Florida last year. But the voters had overwhelmingly passed a Constitutional Amendment the previous election requiring Districts to be compact and keep communities together. It was a difficult exercise, which had to be approved by the state Supreme Court.
Because we added 3 new Congressional Districts due to population growth, there were major changes to nearly every one of the Districts.
Many incumbents ended up in new districts with another incumbent, so there was some scrambling right before qualifying to change where they were running. West and Rooney ended up in the same District- Rooney moved and won.
